Security and Deprivation
2011-05-19

Quality of collective life is determined by weakness and intensity of effective factors. In this regard, deprivation and poverty are those circumstances that have a major impact on the quality of life and many features of the people affected by it. Nowadays, everyone knows that one of the major factors in the appearance of aggressive behavior is poverty and deprivation. On the other hand, normally when we speak about poverty, more economic and financial situation is in order, while we should not forgot that poverty has also diverse aspects including cultural, informational, emotional, physical and so. Hence, a society may economically be in normal and standard conditions, but suffers from the cultural or emotional poverty.

Since the poverty and deprivation is a ground for vulnerability of people and increase the probability of committing crimes, are considered as insecurity factors. And for establishing safe and comforting situation, security needs to set its mechanism to for combating and reducing poverty and crimes resulting from it, while in normal circumstances is not responsible for such a duty. Thus, "although each society considers its duty to provide security for his people, but mechanisms of establishing security are diverse in different societies... And in the same way semantic field of security and also security purposes, security considerations, orders, policy, security strategies are various and different... Therefore, considering the social conditions and its characteristics for evaluation of security mechanisms is not only important but is necessary... In other words, on the one hand, social conditions cause the realization and enjoyment of society from security and use community facilities to serve the security, and on the other hand social conditions play role according to status and conditions of society and make security socialized and cause prevalence of special discourse... and don't recognize any safety useful for society and by affecting it spread particular discourse (Navidnia: 2009, 138)." Thus it can be concluded that security as well as any other social phenomenon is affected from collective conditions and securitization in poverty and deprivation has certainly a mechanism different from mechanisms in the usual and normal circumstances.
