Security and City I
2010-09-02

When talking about security of cities, in fact the impact of relation between features of urban space and its demographic characteristics is considered. Features of urban space includes city area, city potential to attract and develop equipment and facilities, the rate difference in features between the different areas of the city, density and distribution of public and private organizations and institutions, recreational spaces layout, location of remote parts of city and so on. Demographic characteristics as well cover issues such as population, age, gender, ethnicity and religious structure of population, education and jobs, the amount of rule of law, hygiene and medical care, amount of adherence to the rights of others. By appraising multiple interactions of these factors, it is possible to estimate rate of city security. Therefore, city security is a multimodal concept that figuring it out needs high skill and accuracy, spending time and employing various specialists. Meanwhile, the security demands of citizens are also considered as another key factor that could alone work to achieve the city security. Because the demands of citizens formed on deficiencies and weaknesses of urban spaces in which they are present. This means that citizens residing in different zones of the city by a combination of urban space and population characteristics, have different security demands and the amount of attention to the differences in security needs of citizens and respond to these various security needs, is in fact considering all the factors those can be effective in the city security.
"To answer the question "do citizens' security priorities in various areas with different usage are different?" a survey has been performed in different Tehran zones and citizens' security priorities have bees investigated in these zones.
The result suggests that the security needs is not distributed equally and uniformly in all urban areas, but each region, by its nature, has its own security priorities… Of course, determining the security priority doesn't mean trivial or less important aspects of city security is. Accordingly, in terms of necessity, existential security is at the first order and welfare and signifying security place at the second and third orders (Navidnia: 2010, 96)".
